First class mail is supposed to be handled within 24 hours of reaching the Post Office while Bulk Mail has up to 48 hours to be processed. First class postcards are smaller than you can mail with standard, or bulk mail, rates. There is no special classification for "bulk mail postcard."
Bulk mail is usually the least expensive way of doing a mailing, especially if you are doing it locally and mailing it from an SCF (Sectional Center Facility) like Raleigh, Rocky Mount or Greensboro. You have higher weight limits and more flexibility. Usually, they take a day or two longer to be delivered.
